Weatherproof and Structurally Sound: Roofing and windows must keep out water during rain, and the building must be safe to live in. Structural elements like walls, ceilings, and roofs must be in good condition and not prone to collapse or significant dampness. Decks and stairs must also be safe and free from defects.
Locks and Latches: All external doors and windows accessible without a ladder must have functional locks or latches to meet security requirements. Each property should be evaluated individually to ensure compliance with safety and security standards.
Privacy Coverings: Privacy coverings such as blinds, curtains, tinted windows, or glass frosting are required in rooms where tenants expect privacy, like bedrooms. They are not needed for windows that are blocked from outside view by a fence, hedge, tree, or other features.
Owner/Property Manager Responsibility: If structural issues cause mould, damp, or vermin (e.g., a leaking roof or termite infestation), the property manager/owner must fix the problem and make necessary repairs. They are also responsible for issues arising from reasonable use of the property (e.g., a leaking shower or malfunctioning stove top).
Tenant Responsibility: If tenant actions cause mould, damp, or vermin (e.g., inadequate ventilation or attracting pests), the tenant must address and repair these issues.
